"Does it change Missions or something?" No it doesn't so you don't have to start a new game.
"Are there going to be any car Improvements?" Yes in version 0.3 Beta I'm going to convert the vice city ones (Higher Quality) to GTA 3.
"How to Install it?"
You are going to need: TXD Workshop or IMG Tool
Copy every single file into the GTA 3 Folder. After that go into the Models folder and you should find gta3.img (Folder) Use then IMG Tool or TXD Workshop to replace the old files with the new ones.
