The default is 1. I believe this means someone would have to change it to 2 for it to work in SourceForts, and thus you should kick them if you wish.
edit: If you wanted to test this, join the CC server with an offensive name. I'm not sure if the server has a script that changes your name, or if the admins do it but here are the results I would expect:
cl_restrict_server_commands 0 - your name gets changed
cl_restrict_server_commands 1 - your name gets changed
cl_restrict_server_commands 2 - your name doesn't get changed
This is assuming that your name is one of the variables protected. If you set cl_restrict_server_commands to 2 and your name still gets changed, then it's not protected and you have to find another way to test it, or this entire post is wrong.
