Ladders are in SF.
It's not the simple texture ladder version, but there's still ladders.
Fact:
Ladders in this game dramatically slow the game down so much, that it's actually worth building a ramp up compensating for the slow climb time.
Also, as you've heard it before. 1.9.4 is so ridiculously close now (They're actually talking about release techniques.) adding something is likely to fuck up the entire game.
Therefore, although I have no idea why it wasn't in the first place. I'm locking this thread.
