Like someone else said, that basically just comes down to the limited playerbase. When you have a competitive community that is so tight-knit that you need to know someone to find games, the scene is doomed to failure. If you look at a game like TF2 (hardly the pinnacle of eSports, but still) it's 6v6 community has a more closed off community of players but they are purely the most skilled players - the kind who go to events and win 5k or whatever - that is how the SF pro community functioned minus the LANs etc. However, in TF2 there is then a group of 5000 players or so (europe) who sit inbetween the public players and these elite players who step by step provide a bridge between these two groups. SF never had that. There was the shit, and there was the elite. That will never work.
