Your view is far too black and white. There are a lot of reasons things like that forgotten, the last couple of weeks before release are stressful, especially as the bug lists grows longer when it should be getting shorter! A lot of things get overlooked (often some incredibly important things), this happens in both commercial games and mods.

That said, most mods make their debug code pre-processor conditional, so it won't be compiled when a release build is made. However it wouldn't surprise me in the least if someone just forgot.
