The mission of the APNEP is to identify, restore, and protect the significant resources of the Albemarle-Pamlico estuarine system. The program focuses not just on improving water quality in the region's estuaries, but on maintaining the integrity of the whole system -- its chemical, physical, and biological properties, as well as its economic, recreational, and aesthetic values. Important components of the APNEP are the consideration of water quality, fisheries resources, land and water habitats, and the interaction of humans with the natural resources of the estuarine system.

The CJIN Study Committee was created during the 1994 Special Crime Session of the North Carolina General Assembly. This committee was tasked to accomplish a primary directive to identify strategies for developing and implementing CJIN. A consulting firm was contracted to perform this study which was presented to the committee in April 1995. A CJIN study objective was developed which summarizes how this network should be developed. The dry-cleaning solvent cleanup program is designed to provide a fund, administered by the Department of Environment and Natural Resources, to assess and clean contaminated dry-cleaning sites using state-lead contractors. The source for the cleanup fund is a tax on dry-cleaning and dry-cleaning solvents (both perchloroethylene and petroleum-based solvents). Drycleaners or dry-cleaning site property owners may petition for entry into this program. Once in the program, drycleaners are subject to deductibles and co-payments. The program will manage the assessment and cleanup work.
