Could it be "The Liberty Story" (Disney) from 1957? About the Magna Carta etc. Or was it more like an ad/PSA?

I don't believe "The Liberty Story" is it. From what I saw on Disney.com, that movie is about a specific, historical guy and takes place a long time ago. The one I'm looking for could, I guess, be called a PSA of sorts. It and others like it were filmed like a movie. That may sound strange, but in the 60' and before, TV produced items were MUCH more different than Movie style productions. I believe Movie Production companies made them, then leased them to TV Stations as fillers to round out airing times to nearest 1/2 hour. This was before virtually every movie was chopped to pieces to fit an existing time period. These styles of shorts were about anything (Government, History, People Buildings,etc.) that might appeal to people (with the exception of current events).
