I do not know how you have every Tom, Dick, Harry, and Mustapha uploading any and every thing but you might wanna put a block on folks that upload stuff that is totally inappropriate...

The way I figure it, this is YOUR site. It doesn't belong to schools, the county, the gumment, nor any one else.
