update:
that pdf is downloadable at Google. click the link on our page then the "gear" dropdown link on the upper right side of their page. there is a download link there.

SOLUTION Look on the Internet Archive page lower down than the Google link for ""All Files: HTTPS"". This takes you to a list of all formats. Click on the pdf link there and you're happy.

No "Download" is appearing for me when I left click the gear symbol in the top RH of the linked google page.

I get only "My Libary", "Help", "Advanced Book Search" and "Web History".
