Hm. "Sinclair" looks fine for watching on the PC, and it looks good when burned to DVD for TV viewing. However, NO native AE or expensive third-party plugins can break it down to clean 24fps output. I threw the whole professional arsenal at it. It seems this file, while still messed up, is messed up in a far more friendly way than the wonky encodes I first noticed a few weeks ago. I'll check some of the other files later.

Other recent files, including the re-encodes, are similar.
That's too bad.
Unfortunately, the file from which I successfully pulled a clean 24fps sequence this past weekend was an older MPEG2 version, which I had mistaken for a new encode. These newer files, while very watchable, have a baffling technical interlace issue, the specific nature of which eludes my perfunctory detective work.
