No glitch, it's common for book series to have missing volumes. Can't say why or how that happens, but somewhere in history, either recently or in the past, the volume went missing, either from the library or from the scanning project. The best thing is to search for alternative copies, either on Internet Archive (perhaps mislabeled) or on other book scanning sites like Google Books, Hathi Trust or Online Books Page. Between the four you might be able to piece together a full set. I did this with Notes & Queries.

Thanks for the tip. I've posted links on WP to the missing volumes on the HathiTrust site. Now the work has been digitised, the OCRd text could be the basis of compiling an index volume to the work. AFIK the OCRing has been done well, apart from the fact that all the 'long Ss' of the original have come out as 'Fs'!
