It's a 23 volume set. There is a nearly complete set scanned by Microsoft from Trinity College University of Toronto library. It's pretty good quality, but oddly only has 22 volumes, missing volume 17, the one you need. The rest of the volumes on IA are scanned by Google and poor quality as you say.

I did find a 4 volume set of the same work, don't know if it's exactly the same, but perhaps of help

If you really need vol. 17, it's likely Trinity has the scan from when Microsoft did it, and probably would give you a copy if you explained the situation. If you track it down be sure to upload it here to complete the set.

There is a better copy online but unless you are a 'partner', you can only read and download 1 page at a time.
