Well, that's basically what to do, contact the library and work with them. In fact if your willing to pay for it (or even do it yourself), you would then be the digitizing sponsor. You could then get a copy of the scan and upload it to IA. I once paid for a PDF version of a book scanned from microfiche from the Library of Congress and uploaded it to IA. That's another option, check the LoC catalog and maybe order a PDF from them, they'll do scanning for you (but not cheaply).
