Unless you have privs for that collection you can't upload to it.

I'll have to check with our s3 engineer to better understand your metadata issue.

How do I get privileges? Do I need new keys? What are the options?

I'm a contractor and this account may not last forever, however the processor that sends the data will last as long as the site does.

the arguments to get files into an item in your collection would be:
--header 'x-archive-meta01-collection:citebank' \
--header 'x-archive-meta-mediatype:texts' \
--header 'x-archive-meta-title:[itemdescriptor]' \
--upload-file [filename] \
http://s3.us.archive.org/[itemdescriptor]/[filename]
