Maybe UChicago has a policy of only scanning books which are not in other holding libraries ie. they'll do it if they must but otherwise would rather someone else pay for it.

Maybe check the Library of Congress. If there's a microfiche copy you can get a digital PDF copy for around $100 (depending on length of the book), delivered via email or FTP. I did that once for a rare book, only about 5 copies in the world, and it worked out well. I then uploaded it to Internet Archive and it's rare no more.
