I'm able to view them. Under the section that says "Viewability" there are three links that say "Full text".

I have contacted them (University of Michigan) and it is their policy "for works published outside the US, we only allow US users to access works published prior to 1909, and for non-US users it is prior to 1870".

I think if many people would request that they should review their policy they might think about changing it.

That's too bad and seems overly restrictive. It may be a general policy, but why for that particular book, if you asked they should have helped you. I don't see a way to download the book otherwise I'd post a copy. Another thing to try is a proxy so it looks like your IP is located in the USA.
