I am not sure how it works in the USA, but aren't all these documents supposed to be available direct from the USA Congress library?

You might need to pay a small processing fee, so thats up to you to decide how important it is to you.

It may be, that only USA citizens can access those documents, maybe a USA Internet Archive member can get them, for you, and to upload to the IA.

One last thought, could the missing part of the report have been declared sensitive at the time, and never released? If so, by now, it can no longer be sensitive, and nobody has thought to release it, to complete the report.

Maybe a reminder to the Congress Library?

As I am in New Zealand, I can not help you, in the way I suggest above.
