When I contacted IA about missing volumes from a different series they said I would need to contact the scanning project who made the scan, as IA just provides a place for it to be online.
Looking at the metafile for the above book (under the "HTTP" link, "bookname_meta.xml"), there are some contact points listed:

Who knows if anyone is monitoring these email addresses, but it's a start. You could also contact UT directly. I would suppose if they are still doing ongoing scanning, they could easily check to see if it's in the library stacks and add it to the pile of books to be scanned.

Actually, the only way to request the additional volumes be added is to contact the contributing library. (The @archive.org folks process the contributing library's scan requests.)
Also, have you seen that the Boston Public Library is offering scan by request to help make books available? When complete, the book becomes available at archive.org and through the Open Library project.

#. How can I request books to be scanned?
Internet Archive works with 135 libraries worldwide (as of 2009). Each library decides which books in its collection it will scan. Typically the libraries are fronting the cost of the scanning - either doing it themselves, or paying Internet Archive to come in and do it. Thus, requests for books are made to the library directly. There are two ways to do it:
The easy way:
1. The Boston Public Library has an automated "scan-on-demand" system. See this link for more information.
The hard way:
2. If the book is not in the BPL, find which library has the book (using WorldCat.org), and is also one of the 135 libraries that partner with Internet Archive, and also a library still making new scans, and make a request with that library (this section needs more how-to).
