pleasure to welcome such an amazing panel as well as the mayor of our fine city. this is the innovation mayor, mayor ed lee. [applause] >> thank you. can everyone here me? welcome to spur. i enjoy being here because every time i come here, some part of my brain wakes up that has not been woken up before. i am here to welcome you. earlier, i had a wonderful opportunity to exchange with our panel members about what they are doing and how they're doing it. . i think these panel members are here as part of their own entrepreneurial spirit. they own companies but love the city. they know the spirit of the city is one of innovation, that invites peoples and views, and smashes them -- meshes them together to see if we can make an even better san francisco. we have two other supervisors who may be coming later. we're all part of the initial group of policymakers at city hall who want to hear news views and ideas on the new collaborative economy. we're interested in it because it has aspects that have piqued our interest, about hoour environment, how to improve life for more people, how to make

gladys pamer, our sister city committee member is here today, we have worked closely in the area of public transit, thank tos you, mr. mayor, the urban furniture that you showed us in paris now exists throughout san francisco, whether it be the bus stops, public toilets or the french kiosks used to distribute newspapers or other products. thanks to our relationship, we saw for the first time a successful bike share program and i still have my cart delebre that you gave each of us on our visit to paris. [laughter]. >> and i remember fondly sort of, my first [inaudible] that day in suit and tie with mayor newsom in pouring rain in paris in front of city hall. like you in san francisco, reduction of pollutants and greenhouse gases is a priority. you've seen how bicycle lanes throughout san francisco, even on our famous hills and after too long a delay, we ant pate launching our bike share program in 2013. our two cities have been in the forefront.in the fields of high-tech and digital media. digital sister cities. on your last visit in 2006 to commemorate the 10th anniversary of our

, tom horn has led a fantastic group of volunteers on our sister city committee for paris and san francisco, and he's doing a marvelous job and this again reflects how our citizenry helps our city become a better city with these sister city relationships and again i want to thank you and the audience too who are volunteers in our -- i really, really thank you from the bottom of my heart for creating such a great part of our soul of our cities, and giving us the reasons why we can be an international city, so with that, welcome, mayor, and i look forward to not only signing the semlu, and our visits of our various government officials as well as private citizens to continue instigating wonderful ideas and implementing ideas, and with that, i would like to present to you on behalf of our city and to the mayor -- >> as everybody knows, we did have our 77th anniversary of the golden gate bridge, not quite as old as some of the things in paris, and so this is a set of prints, there's many of them. >> oh, i love the golden gate. >> so beautiful. >> celebrating our 77th anniversary. >> s

. city college of san francisco has 9 campuses in the city and serves approximately 100,000 students each year. the state has reduced funding to ccsf by core academic courses, provide work force training, provide an education that prepares students for 4 year universities, keep city college libraries and student support services open, keep technology and instructional support up to date, and offset state budget cuts. i'm here with alyssa messer, an english teacher at city college of san francisco. she's the ppt of aft2121, the faculty union, and a proponent of proposition a. also joining us is starchild, a local activist with the libertarian party of san francisco and a former candidate for the san francisco school board. he's an opponent of the measure. thank you both for taking the time to be with us today. >> thank you. >> alyssa, i'd like to give you the opportunity it share the thoughts of your position. >> so proposition a is a temporary 8-year, $79 parcel tax on properties in san francisco. and that money would go directly to supporting city college of san francisco. city colleg

can happen. as a small business owner i have a keen understanding of our city's up and downs and we can get things down with tight time lines and budgets. i started my own budget ten years ago, we do marketing for socially responsible media like mother jones magazine and the new republic and other titles like seven by seven magazine and california home design, we give the employees a paycheck and i am proud to say and health insurance and we are here through the good times and the bad. larger corporations who swoop in during the booms and disappear during the busts get the kind of benefits that we small business owners have never heard of. no one offered me a police station, a tax break or a express bus, quite the opposite. our business was evicted through the market as a result of doubling and tripling rents. >> small business is the economic engine of san francisco and i will do all that i can to support it and to make it thrive. i also am a mother, raising two boys on hate street and sending them to public school on public transit. i know we have good schools, but i also know the

cities where we want san francisco -- other cities to be modern cities but also civilized cities which means that consider that everything we wish for as far as economic development is concerned must consider the environment also, and the quality of the planet on which we live. with mr. lee, we talked about all these questions and of course we are going encourage all of these new companies and everything that enables us to improve our cities and make them a better place to live and less polluted place to live, as may it in transportation, management of energy, in san francisco and in paris, there are innovations that are certainly ahead of many other cities in the world and i want to learn from san francisco and of course paris is there for the san francisco team, may it be a development of electric transportation or automobiles or [inaudible] or the reuse of energy of heat to heat private buildings or public building by using waste water, i explained to mayor lee that a couple of years now, i worked with bill clinton on the isolation of public buildings and specifically schools so tha

the officers and thank them and tell them we're very appreciative of them as first-responders in the city. >> i was in new york when it happened and it's always odd for me to think back to that time. so onto some news. you have a lot to talk about today and we're going to try to keep it as organized as possible. you have announcements and policy discussions and i think we should start with you -- i just love the fact, last time you were here on stage, the only office he had run for was class president of high school. >> that is right. >> now you have two elections behind you, one as mayor as well. it's just amazing. you have another one -- how long are you mayor? >> four-year term. >> so you have three more years? >> yes, and then re-election. >> and you want to get some stuff done and some of that is around innovation. and you have called this the innovation capital of world. >> unabashedly. >> i have seen the banner at the airport. >> oh, gosh of course. >> tell me about your plans >> when i was inaugurated in january, i had gone through pretty intense re-election and

for coming and frn council blats for enjoying this moment, there is a lot to be gained by our sister city and especially with paris, i was informing the mayor of my first trip to paris, it's been my only trip which is why i have to go officially, but that was 1969 was my very first trip to pear ris as a high school student, as a high school choir of high school in seattle, we raised money all yearlong for us to go, i got to visit the jazz club along the river and then i got to hear for the very first time stevie wonder saying my shari amor in paris, look it up, that's why of course mayor dell way has invited me to be making my first official visit some time next year and certainly charlotte and tom and others have jumped on the occasion, matt and everybody else, but it is one of those relationships that i have understood as being one of the most porn -- important in the city, one is an international status, one we hold dearly because there's a lot to learn, each of our cities as great as they are become greater as our goals of becoming environmentally responsible, creating our opportunit

(speaking french). >> i'm very happy to be here again. first of all, because san francisco and paris are both very great cities, american and french cities and i cannot think with great emotion that between the american people and the french people, history has given us the best of

things. cities are the original sharing platform. we manage parking through parking meters. we manage books through public libraries. we manage our natural resources through parks. cities have played this role. in this bidding we're having this conversation in san francisco at -- it is negative beating -- it is fitting that we're having this conversation in san francisco at spur. i think it is off somewhere one of the first cities, i think the only city, and has put together a working group around the sharing economy. we are the epicenter in san francisco. we have a role to help nurture the emerging space. there is a lot of value to be created here. i am really excited to be part of the panel seeing all of these great people next to me. >> the people on the panel are going to tell us about their companies. let's come straight down the line. >> i am a co-founder and ceo of viable, a community marketplace for travel experiences. anybody can offer their services to others as a guide, offering touristrs, sailing ships, cookig class. we have enabled terrorism -- tourism to access parts of

. >> that touched on a really interesting thing. i was wondering -- how do cities -- what role do they play in your rollout plans, and how important is community management to the process? let me start with you, jessica. >> for us, we have chosen to launch city by city. we feel that is really important because it lets us take the time needed to build up a great community of people sharing cars. that lets us find great cars, educate the owners, educate the renters, and ensure there is the right balance and variety of cars. if you look on the site in san francisco, you will literally see cars all over the place. it is all over the bay area. you are seeing cars sharing happening in places it never had before. we worked with the city to see if there were any ways we could get out the word. we hope to work with existing programs or be added as an additional transportation solution. in general, we like to involve the city and city leaders in our announcement of coming to market, and it has been working really well. >> i know you have community managers all over the globe. what's going on there? >> airbn

work that happens in the city and also to honor the individuals who are responsible for some of that success. congratulations to all of our honorees. we're very grateful for your work. let's give a hand for them. [applause] the good government awards also support spur's good government work. it is a central part of our mission. our agenda is admittedly ambitious. we analyze every local measure on the san francisco ballot, which until recently was a pretty formidable task. we participate in most of the major issues of city government from pension and payroll tax reform to some of the most important discussions on how we fund a lot of our public services, whether that finding different revenue streams for our parks, are trying to find new ways to fund public transportation in the city. we're very happy to be working with mayor lee and the board to address a lot of these issues. this will clearly be a busy year for us. another component of our work is connecting the city's robuspro o assistance with our many business partners. this is a core part of mfac original purpose in san

(applause). >> thank you, judy, very much for that introduction. good morning, everyone. >> good morning. >> it's great to be here at the san francisco chamber and of course the center for economic development here, your breakfast for 2012, it's my pleasure to be here. i walked in as ed from wells fargo was talking and i just wanted to make sure you knew, i am eternally grateful it the chamber, to wells fargo for helping me create 5,200 jobs for our kids. that's a wonderful accomplishment. i've been your mayor for almost two years now and everybody is coming up to me and asking, are you enjoying it? you know, some of the politics in the city it's hard to enjoy but i will say honestly to steve fox, to the chamber and judy and all of you working together to keep our city successful, i do enjoy creating jobs. and when you see our youth get those paid in

we have an affordable sector in this city. when it comes it recreating redevelopment, that's a fallacy. it's about recognizing that redevelopment allowed a certain portion of money to be used for redevelopment. it's not about recreating redevelopment, in fact that's a closed chapter in history. lastly the idea we are reducing the mixed income housing is also a sort of fallacy. there is a purpose to providing an incentive for developers to do what's called mixed income housing, providing some of their units are affordable to mixed income households. most developers do not do that and this is an incentive for them to do it. this is providing a set of programs that are funded providing all the way for folks who were formerly homeless to folks who are middle income to be and stay in san francisco. >> any final comments, starchild. >> it sounds like peter is saying on one hand, well, no, it won't subsidize middle income people then he's saying there is a range all the way from middle income people all the way up to -- he doesn't say what the top range is. there's a guy name

city. a specialist in francisco. >> the problem with san francisco is that women's suffrage as an idea was associated. >> susan b. anthony joined the provision party. a deadly idea in san francisco. liquor was the foundation of the economy. and >> anything that touched on the possibility of prohibition was greatly and popular. >> the first campaign was a great effort, but not a success. >> the war was not over. less than one decade later, a graphic protests brought new life to the movement. >> women's suffrage, the republican convention in oakland, this time it was the private sector response. 300 marched down the streets of the convention center. women were entitled to be here. >> joining together for another campaign. >> women opened a club in san francisco. it was called the votes for women club. if she could get the shopkeepers to have lunch, she could get them to be heard literature. the lunch room was a tremendous success. >> it was the way that people thought about women willing to fight for a successful campaign. what happened was, the social transformation increase the boundar

thoughts on the city's economic development? are we on the right track? what would you like to change about the city's approach to developing economies? >> in the chair of the land use committee this year, and i was vice chair last year with our former chair from the bayview hunters point area. i guess i approach land use and economic development from a different perspective. i'm not against development, but i want it to be equitable so we look at the lowest income populations or even middle income populations so that residents have a strong say as development moves forward, whether it is the park ridge said development in the southern, western part of the city or even treasure island with there's many low-income families that currently live there. but it is a strong voice for the residents that currently are there. we also want to see new people moving into the city, and hopefully, we focus also on families and housing that provides better homes and home opportunities for families, but i always say that i support equitable development. i also do feel that big business and downtown interest

leaders in the business community including and particularly small business advocates around the city to make sure this was carefully crafted. so i really do hope voters will support this consensus measure with proposition e because it's good measure for jobs, it's a good measure for our city, it's a good measure to make sure san francisco continues to inknow 78 and continue to employ all san franciscoans. >> starchild, how would you like to conclude? >> again, when you hear bi-partisan compromise at city hall, hold on to your walts as the saying goes. obviously the libertarian party didn't have a seat at the table and i don't feel like tax opponents in general -- proponents of people keeping more of their money they earn really had a seat at the table with this. mayor lee's initial proposal wasn't bad. he wanted to make it revenue neutral but the measure got modified through the back door dealing, things got changed and we round up with a revenue non-neutral measure. again, payroll tax is bad. i'm all for getting rid of it. everything else being equal, i'm sure it would result in m

of not just the city tradition but the san francisco giants tradition. since we have been in the new ball park, it has been played a total of 573 times after giants wins, including playoff wins and including world series wins. [applause] importantly, you know, we almost lost the giants. in 1993, we made some desperate calls to tony when the team was saved, and we asked tony -- there is only one person that could kick off the new generation, the new era of giants baseball on opening day in 1993, and that was tony bennett. he sang "god bless america" and "i left my heart in san francisco" on that date. it was an unbelievable day. it brought down the house, as did your performance at the all- star game. as did your performance at the world series. you are a huge part of the san francisco giants. as we all know, you have not arrived until you have your own bobblehead. [laughter] last year, we created a created abobblehea -- a tony bennett bobblehead for tony bennett night. it has a voice chip, and when you push the head, it sings "i left my heart in san francisco." tony painte

for the city and began the conversation and the collaboration with the other counties to bring an electric vehicle corridor. it signals our efforts to support the creation of infrastructure to the electric vehicle industry. of course we have encouraged the private automobile creators to join us. today is a wonderful opportunity to do that with a bmw. any of you who noticed the labels in this city, you will certainly noticed the popularity of bmw as a corporation, not only a great company but one that is also on the cutting edge of the use of technology. i want to thank them and welcome them to not only the electric vehicle stage, which they have been working on, but also to this great program they are about to introduce, the drive now and park now technology. joined -- joining us in the car sharing program for their members who want to use bmw products. this idea of cars sharing has been a part of san francisco's objective in creating a more sharing economy. like many other cities, we are congested in our parking. parking is really a challenge in the city. for people who own vehicles, and

buses and in the city we're see ang increase of the use of shuttle buses both within san francisco and those that commute to outside of san francisco. the shuttle buses clearly provide a real benefit around decreasing the amount of trips that are taken by automobiles. often people who choose to go on shuttles, if they didn't have a shuttle as an option would be in a car driving by themselves. so we know there is really great benefits to the shuttle system. we know we're seeing a proliferation of them and we don't quite have a handle in the city how to manage our shuttle -- the private shuttle fleets in the city, especially as they relate to public space that we have around muni stops. so rather than not look at how we can prevent the wild west of the shuttles to become what is happening in san francisco, it's best that we look at how we can manage that. today i am requesting the city attorney to help us draft a permit process to regulate shuttles in san francisco and colleagues, i would be very interested in having input from your offices to help manage that legislation. and th

, revenue and taxes for the city. we have a whole expansion team. it's' private-public partnership. all partnering to make this thing happen. so what is our goals? is that location has changed dram itally and to work cost-effectively to stay onbudget and deliver the project. so this is the context of where we're looking at. it's right on the lines of new central subway. there will be a moscone stop. we have three separate buildings, south opened 32 years and north opened 20 years and moscone west opened a little over ten years ago. for the study looked at that whole area and looked at the three moscone sites and the two garages, 5th and missing the and the moscone garage between folsom and howard. one of the problems with moscone center it was built basically when the neighborhood was not what it is today. and it was built kind of in independent, isolated area to almost a suburban-type building in what has been a very urban area. we market san francisco as a pedestrian-friendly city and pedestrians are not allowed to walk around the moscone center in some areas. so we need to improve

they have also done it for the right reasons. they want to experience the city in a different way, but one that is in the tradition of san francisco and is reflective of mine, welcoming more people to share in the economy. hopefully the right reasons will create more jobs and get more entrepreneurs involved. i have often said this can be the city for the 100%. everybody can have a chance to fulfill their dreams and make sure they can have a stable income for themselves and their families. i think we are on the verge of discussing things that would invite other members of our city family, department heads, those who work in planning or land use, to be involved in an ongoing discussion that would potentially invite and open up our economy and modernize it even further. a year ago, david chiu and i did not know what the outcome might be, but we were afraid a company called twitter might leave our city and that thousands of jobs will leave this behind. we took a risk and suggested we might be able to revamp our tax code for the benefit of job creation. little did we know a year later,

you for your work. i really believe you go across the entire city above and beyond and you have done a lot of volunteering of your time. i'm sure you have done this a lot. i just want to say thank you for your service. it is really important. we rely a lot on you in the city. there should be more of you in terms of doing what you are doing so thank you. >> i think you are right. should be more of me but unfortunately there's only one of me and the entire san francisco say also can't find another one, even in sfpd or the d.a.'s office. >> can i just say that one thing that really angers me about these scams is many seniors are really isolated and don't have a younger person to talk with them about being careful, so they are so isolated that they don't talk to others. i'm hoping sf safe or the senior organizations and many community-based groups can do more to reduce that isolation for many older folks. but i think that is a broader issue than what law enforcement can deal with but i see that targeting vulnerable that are most isolated is what many criminals do. >> another thing is, a

posed to many of us frequently which is the fact that our city is facing a $4 billion retiree health care liability, mr. mayor, what is your administration doing to address this challenge? >> thank you, supervisor chiu and thank you for raising this important question today. in our retiree health care obligation is something that i care deeply about and a challenge we must all tame take on together. this year the city will pay for the health care of our current retirees and while that number seems large and it is we have a more significant issue on the horizon, the unfunded cost of paying for health care for our current employees once they retire. the last time the city assessed our retirement health care obligation was in 2010 and the estimated unfunded liability was $4.36 billion. we have taken a number of important steps since then to begin to address our structural budget issues in 2008 the city passed proposition b, a charter amendment that lengthed the amount of time an employee must work for the city in order to receive city-sponsored retiree health care benefits. and require

at it, we're putting in place an awful lot of things that shape what our city looks like in the future, how our city operates, how we interact with our city. as i started to think about that, i thought, you know, the number of major infrastructure projects going on in our immediate region now are probably -- there are probably more dollars and energy going into that than any time since bart was put through the city. you have the eastern span of the bay bridge. you have the transbay terminal. you have the central subway project. you have the improvement realignment of doyle drive. all of these things are part of the hard wiring of our city that is going to influence the way in which we all interact with it. over the last, say, five to ten years, we have watched as development and interest and people have moved south of market, into mission bay, below that we now that is continuing and we now have projects on the table like the pier 70 project, which ten years ago no one would have thought was a viable mixed-use project, because nobody went there. and that part of it is no longer true.

for the city to provide these kind of parks. the dog owners appreciate it. >> take time to notice the wildflowers on the grassland. and keep your head on the lookout for hawks and other bird life. take your camera and be prepared to review the city in a way you will not forget. it is prominent with beautiful formations that are perfect to watch the sunrise from the east over the bay. this is another one of our great look out. we are at mount davidson. it has the highest point of elevation in san francisco, 928 feet. this is the place for you to bring someone special. enjoy all of the pathways, trails, and greenery that surrounds you. it provides a peaceful oasis of public open space and great hiking trails. the spectacular view offers a perfect place to watch the sunrise, or, sunset, with someone you love. >> it is a good place to get away from the hectic life of the city. get some fresh air. the view is fantastic. >> wear sturdy shoes to conquer the trail, you have the feeling of being in a rain forest. mount davidson is also a great place to escape the noise and the apostle of t

discussion about shuttle buses and in the city we're see ang increase of the use of shuttle buses both within san francisco and those that commute to outside of san francisco. the shuttle buses clearly provide a real benefit around decreasing the amount of trips that are taken by automobiles. often people who choose to go on shuttles, if they didn't have a shuttle as an option would be in a car driving by themselves. so we know there is really great benefits to the shuttle system. we know we're seeing a proliferation of them and we don't quite have a handle in the city how to manage our shuttle -- the private shuttle fleets in the city, especially as they relate to public space that we have around muni stops. so rather than not look at how we can prevent the wild west of the shuttles to become what is happening in san francisco, it's best that we look at how we can manage that. today i am requesting the city attorney to help us draft a permit process to regulate shuttles in san francisco and colleagues, i would be very interested in having input from your offices to help manage that legis

-first city, which means improving muni, so it's a viable transit option for everybody. i agree with increasing bike access and even experting with sunday streets, which is closing off a lot of your streets to car traffic. i think it's a great model, but i also think we have to do the simple things like fix the roads and sidewalks. there are a lot of places in district 5 where the sidewalks are in disrepair. i have had several friends who have tripped and fallen, but really who that impacts the most are the elderly and the disabled, who have a hard enough time getting around, let alone if the sidewalk is messed up. transit issues are important and i would like to see those things worked on and that is what i will do as supervisor. >> miss olague? >> as supervisor i have been working on many issues, so it's really difficult for me to prioritize any one set of issues. so we have been prioritizing transit issues and affordable housing issues. and the rest of it, but right now i believe the city is really challenged with issues dealing with equity and i believe there are many peo
