That's the widescreen background. If you alt-tab whilst the game is loading or probably other things too, then the game somehow gets fooled into thinking you are running a widescreen monitor. Restarting the game fixes it.

Either replace the Regular background with the widescreen one in the materials folder, or set your video options to widescreen.
